Actually those aren't silly rules. IT IS AN ASTRONOMY park. eh, get it?
if you read the web link it really explains why any lights aren'y wanted. it is for pure dark sky observation. MANY would appreciate it. Those who are into true astronomy.
---from the site: In 1998, Cherry Springs State Park was listed on Phil Harrington's Dark Registry (an astronomy internet site) a place that offers the darkest skies in the state. The description also noted the site that had a 360-degree view and "No light pollution sky glow … none in all directions." Several independent astronomers began using the park for observing the night sky.

since the rules obviously fit the purpose, how can they be silly? :) :)
either you go there for just what the park offers, extrememly dark skies with no light pollution from surrounding glowing cities and enjoy the true stargazing capability of the park....or just don't go.
I for one wouldn't mind checking it out and staying there if I was in the area. Sounds neat to check out that park.
