I have been to McDowell Regional Park a few times. The first time I was there I saw a lot of people with lights left on, under there vehicles and around there vehicles all night long. I to thought that was a little strange until I found out why. They have a problem with pack rats and the lights keep them away. Maybe this guy was really paranoid about pack rats.
