If you are having sway or other towing stability issues try to look elsewhere for the trouble. Hitch set up and tongue weight are two primary factors not really the tires.
17" wheels often have shorter tires and improve overall gearing. 20" probably has shorter sidewall that should help stability all else being equal. Taller sidewall could improve the ride and might be better for rough off road conditions.
Unless you really have issues it is OK to stay with what you have. Although Wrangler HP is not really a top line tire so even using same size and designation there are better tires when the current set becomes worn out.
