I agree with the person who said "what if the RVers had been stopped because there was a cow in the road??". Granted, stopping in the roadway to check a hitch is not very smart and the woman passenger was hurt as a result of that - BUT, there's an aspect of driving law that says (paraphrased): "Drive in a manner that you can reasonably stop if something out of the ordinary happens"
