Over any hill or around any bend there can be a stopped school bus, an accident, or a fallen tree…
It is the responsibility of all drivers to be able to have their vehicle under control at all times… including being able to stop for those blocked roads…
It has nothing to do with the reason for the stopped traffic or if the stopped vehicle was to blame or blameless… if you hit the stopped traffic, you were following to close, or traveling to fast for conditions, or too fast for your field of vision and were negligent in your own right…
