While it’s open to interpretation, I think it’s pretty clear they were stopped on the road and taking up the whole lane… both the truck and trailer chassis are still on the cart way in the pictures and the Scamp body broke off and flipped over…
What is not known from the report is why the RV’er though it was necessary to stop without pulling off on to the berm…
The trailer might of become detached from the truck with only the chains holding it to the truck causing them to stop without turning the TV…
Another thing that appears to be true is the road is straight with no reason to not have seen the trailer while approaching… without knowing I imagine that has plenty to do with the citation, and would not in itself mean the camper was blameless or negligent in their actions, and so far I have not seen any updates to the report…
