Actually that is the law. What happens when you crest that hill and there is already an accident there? Every car that comes over the crest can keep piling into the accident. Under California law it would be speeding, even if you are going the speed limit. You can never drive at a speed that would make it impossible to stop for an object blocking the road. Could be a cow, or a moose, or a stopped car.
