Just because something is stopped blocking a traffic lane doesn't mean it is ok to hit it. I am speculating but the Police Officer who issued the ticket probably thought it was more than reasonable that the driver who struck the trailer should have been able to see it and avoid it. The citation needs to be able to be supported in court if the driver fights it and probably will. Especially if the following facts are present, Daytime straight road with nothing that reasonably would hinder the driver's vision and normal driving conditions.
Should the driver of the RV be cited for blocking the roadway or worse depending on what their story is maybe yes. If it was an emergency or a breakdown than maybe not.
