What did your officer friend say about WHY the fellow with the trailer stopped where he did? Nothing in the news report except vague statements about "checking the hitch". Got anything more concrete for us?
We have to be talking about two different accidents here. The video clearly shows what you say it shows. The shoulder of that road starts right at the fog line and is covered with gravel. The video does not show a single piece of gravel in the roadway nor does it show any tire marks in that gravel. If the trailer was completely off the road then there would be evidence in the gravel which would be off the road. I'm not sure what Texan may have seen, but it's clear beyond a reasonable doubt that the accident shown in that video took place out in the traffic lane. Now it does appear as if the driver of the truck pulled as close to the shoulder as possible, but he was still blocking the entire traffic lane.
