The driver of the truck complied with ALL driving laws of Idaho and the woman who struck the trailer was in violation of more than one vehicle or driving law in the state of Idaho. There is still a court order pending, for some additional information.
By saying he pulled as far off as feasible you are not saying he pulled onto the dirt shoulder. He clearly pulled to the side of the lane to a point before he left the paved service. I think we're all saying the same thing here. He pulled to the right, but the video shows he was still in the traffic lane. And again, this doesn't make him at fault in the accident. The other party should have seen the stopped vehicle and not run into it.
