So they are supposed to please the exception and not the rule? Enforce the bad behavior to "please" the perpetrators? What about the majority that behave themselves, follow the rules, etc?
Check-in/check-out time not to your liking? No pool? No campfire? Don't like quiet hours? CAMP ELSEWHERE. It's that simple. No fuss, no muss. If you can't find one in a particular area that suits you go elsewhere or suck it up buttercup. The world doesn't revolve around you.
