While admittedly a small number, most campgrounds I've been to are paved. The tents have to be carried from the car to the tent spot anywhere from 10-30 yards away. So the tent on the jeep is an RV as it is parked on wheels in a parking spot. It's really no different than a truck camper with a popup canvas top. A VW Westfalia with a popup canvas top or even a popup tent trailer.
