As docj asked was this something you heard directly or do you even know who did? IF "one" Park Ranger did say this, did he/she also say who told them to make it as difficult as possible? Point being that if it was said could have just been a supervisor who wanted to make a point.
Just what federal program of Michelle's is getting federal funding?
