That's actually very common in a lot of cities in California, especially the more affluent ones. In Upland where we live, the city passed an ordinance prohibiting the parking of an RV in front of your house in your driveway about 10 years ago. Now, your rig must be pulled along side the house and can't be in front of the house. They did make an exception for those that already had RVs and "grandfathered" them in so they can still park their rig in their driveway. Doesn't really bother me anyway as my rig is too long to fit in the driveway and I wouldn't want to park it there anyway. We have a nice RV pad on the side of the house.
Having said all that, there's a neighbor down the street that will park his big toy hauler in front of his house for several days when he's getting ready for a trip (prohibited) and he's never had a problem. A person in the city office said they don't enforce it unless somebody complains. Even then, they will just tell you to move it if they get a complaint. An RVer is generally not going to turn in another RVer :)
