I just find it a strange requirement. Hotels will only give discounts for walk in customers.

Yes, there are many who want to fill that last spot. We got five nights at Daytona Beach for $20 per night during Bike Week - because we got literally the last spot in the park. As the owner said - $20 is $20.
Some RV park owners don't follow that belief. They want to limit the number of 'discounted' sites they rent. I've called a PA park and been told "All our Passport spots are booked. I can't give your the Passport rate, but I can give you 10% off regular rates."
