Depending on the condition of the tank(s) it should be fine to leave some water in the tank(s).
My tanks are often 1/2 full or more (i have 2 tanks 110g each).
Its probably not a bad idea to rinse the sediment out every few years (but its not imperative).
Depending on where you live & how you store the coach you might need to drain the tanks (and blow out the water lines) in the winter.
I DO drain my hot water heater (if the coach is gonna sit for more than a couple of weeks) - its easy for me to drain my hot water heater, & it prevents sediment build up & prolongs the sacrificial anode rode from deteriorating so quickly.
