That is really an overly strong solution. Per EPA all that is needed is 4 teaspoons of bleach for 20 gallons of water to be treated.
The dilution depends in part on how long the water will be stored. For a year of storage the strength should be 1 oz. per 62 gallons of water.
Not much is needed to prevent the growth of anaerobic bacteria in the tanks (fresh water tank and hot water heater).
