That is really an overly strong solution. Per EPA all that is needed is 4 teaspoons of bleach for 20 gallons of water to be treated.
The 1/4 bleach per 15 gal of tank capacity (a 50 ppm concentration) is right out of the NFPA 1192-2011 Standards on RVs. If needed, the standard also gives a higher dosage of 100 ppm or 1/2 cup bleach per 15 gal.
