You are correct. Reading this sticky thread will help you with the understanding of how it works.
Studying this sticky thread, even though it discusses a different hitch, will help you with getting you hitch set up correctly. Most WD hitching systems, with a few exceptions, all work essentially the same even though they look and get the job done a bit differently.
It looks to me like you need to draw up the bars at least one, probably two more chain links, and lower the hitch head one hole on the shank. You should have the same number of chain links under tension on both sides of the hitch.
