No argument there, but fire, police and EMT are paid for by real estate taxes and sales taxes. The campground is surely paying the real estate taxes. The campground presumably charges the renters enough to cover all their costs, including real estate taxes. OP also pays the same sales tax as every other resident in the state -- maybe more in the form of accommodations taxes that most don't pay.
The only issue it the property tax and I don't know how much of the budget it is and what the purpose of the personal property tax is. I'm guessing his bill was far less than $200.
