Don't take their sucker bait... $1300??!!
Best way or maybe the only way to really tell if you have a leaks is to do a pressure test with soapy water. There is the Seal Tech unit that some dealers and independent RV shops use but you can also make up your own fan unit if so inclined. This will also reveal leaks on sidewalls, windows, etc. which can be just as serious as a roof leak.
Never go anywhere near that dealer again. Some are outright shysters.
