I'm not sure I understand what you're saying here.. Verizon uses what I consider the 'voice' network to send text. IOW, I can send a text with my data turned off. I can't send any pictures in it, but characters, yeah.
And as said earlier, it's not uncommon to be able to text when making a call is difficult. Happens to me a lot in part of So Cal. Granted, if there's NO cell signal, nothing will happen.
