My over 13' rv went under a 13' clearance bridge

Can someone explain how they come up with the clearance signs. The last one I went through showed 13'0" on one of those yellow signs. Im in Ny and have a 38' rv. Now, I know for a fact to the top of ...

Great replies everybody. I appreciate it. I have seen the actual clearance signs. I guess the only solution is to just stop traffic since we have to be cautious of the close ones. Thats really safe!
