In most states you will be okay with a moped (has pedals) or motorized bicycle. Many states consider anything without pedals to be a motorcycle and all motorcycle laws would be applied regardless of cc.
I have never seen any moped approved for a passenger. Technically a bicycle is also a single rider vehicle.
Your best bet may be three bicycles.
