This seems like a good idea and I think it should make the the ground return resistance much lower. I wonder if it makes sense to assume the ground return is zero for these calculations since it's probably much much lower than the hot side?

If I remember correctly Dexter does not recommend grounding at the axle or frame near the axle.
As per my post above, doing so will result in ground loops which will cause noise and voltage to be present on the grounds. This noise will be interpreted by the controller as random trailer brake faults. Not to mention subtle differences of resistance will result in differences in the brake magnet strength.
A common grounding point IS best and the best place is at the FRONT of the trailer right where your pigtail connects to the trailer.
