Wife and I managed an RV park for two years. Yes, we were workcampers. Also had many work campers who stayed long term in the park. Like others have said it is up to the Park management and/or owners to keep all area presentable.
The park we managed the owner had one area near the office set aside for nightly and weekly stays. The rest of the site were all long term. Anywhere from a few months to several years. More importantly we were very strict on keeping the sites picked up and not have external storage facilities set up on the sites. Even to the point that we did not allow skirting on the RV, not even during the winter months. The reason was simple. Some people will buy and use nice skirting, other want to use hay bales, planks of plywood and who knows what else they might come up with. Also skirting seems to encourage people to begin using the area under the trailer for storage of any variety of junk. We did on rare occasion have some one leave as a result of no skirting. On the other hand because of our consciences efforts we were always rate 9's and 10's by the Good Sam folks.
