It is no doubt an alignment issue. The tow vehicle is either too far forward or backward for it to latch. Make sure the trailer wheels are well chocked and with the hitch as closed as much as possible, put just a little pull then push on the trailer. It'll probably latch on you without further ado.
Do be aware that there is a safety mech built in that will also lock up on you when you try to unhitch if there is any pressure forward or especcially backward. Same deal, chock trailer wheels and put just a little pull on th trailer, and the latch should release with a one finger pull.
