AFAIK, some of the Euro countries have been using personal shopping bags for quite some time. I seem to remember that there wasn't a large amount of plastic bags when I was over there.
At the local grocery chains in my area, we have the choice of paper or plastic and I usually choose paper. As others have said, they can be repurposed for a variety of tasks. We recycle any bags and recyclable plastic, glass, cardboard, paper, and metal. We have a large plastic garbage can that is single-sort and is picked up bi-weekly.
