- mooky_stinksExplorerYou use both, one on each side. They are a mirror image so you can see the numbers on each side. The adjustment is 1-6 on both washers. I've had this hitch for 5 years. I'm not a huge fan of it because the washer style doesn't allow for nearly as much tilt as the older serration style, but it works for my setup.

OK, this makes sense. Yes, I agree with the above poster, they are used to adjust the angle of the hitch head.
It's quite obvious that you use only one of them, not both at the same time. The holes are off set, looks like about half. Think of it this way. One washer-spacer-angle maker thing would have settings at: 1, 2, 3, 4, 5, 6. The other one would make the settings 1.5, 2.5, 3.5, 4.5, 5.5, 6.5 so you can fine tune the angle of the hitch head. They are not intended to be used together. I may be wrong, but looking at the pictures, this would make perfect sense. Use only 1 at a time, not both together.
I've never seen this before, because my old Reese hitch head had ridges, like the teeth of a comb, laying on its side. Both halves of the teeth locked into each other. You adjusted the hitch head angle by moving it, then tightening the bolt down. This locks the teeth together. That was the old style. - mosseaterExplorer III'm agreeing with "flip the top one over. I think they need to be in the same alignment to work properly. I've seen the hitch style, but am not familiar with the adjustment procedure. Mine has the serrated washer instead.

- HondavalkExplorer IINot sure what you mean but that washer has numbered setting to set your hitch head angle. The hole is off so you can change the angle of the head.
