couple questions on installing a fan inside my refrig do they really help with the cooling and does it need to he next to the coils or on bottom blowing up

The fan blowing on the coils will also greatly reduce any frost or ice buildup on the coils. If you're in a humid area you know what I'm talking 'bout.
