Working with little stuff like a TT, likely 3/4 wrench or smaller, and 10 years or less old, put the impact on the nut, wrench on bolt. In seconds, ready to knock it out. The biggest chance of damage will be with the hammer. Earlier I told how to avoid that damage. Once the bolt is cut off, you need a 3rd hand if, unlike in the OP's case, the bolt is rusted in place.

you need to think about. In times past, I have used a acetylene rig to cut off nuts and saved the threads it screwed on. A cut off wheel to remove bolt head is not a problem, if I have room to work. But I have worked with that kind of tools all my life. A grinder, cut-off wheel or even a Sawzall can cut the softer and thinner steel of the hanger faster than it will cut the bolt. Are you sure you will have the skillset to cut the bolts without damaging the hanger? And even more important, working under the trailer it would be easy to cut you, and that kind of cut hurts like bell even if not serious.
From your post, your bolts are not rusted in, or they would not spin. Likely the only rust in your way is on the threads between nut and end of bolt. Use the wrench to spin the nut instead of bolt. Should be a piece of chicken
