Seems like there should bee a way to stop the rubber material from degrading and washing over and inbedding or mixing with the finish, short or replacing the top with fiberglass or aluminum.
A guy could always coat the roof membrane with a white coating. That will probably slow down the streaking but won't totally eliminate it.
The marine cleaners are good on gelcoat. For painted surfaces, I use Jasco Paint Preparation (sold at the big box stores). I mix it in a garden sprayer and spray on the surface. Agitate with a soft brush if needed, and then rinse. The Jasco also removes any oxidation in the surface so an owner will need to apply wax for a gloss finish.
