Some tires are really bad. I bought a new Ford Focus Wagon years ago and the stock Goodyear Eagle tires on it were absolutely useless on wet or slushy/snowy roads. We were traveling through PA on the snow, and I felt like I was trying to drive a sled on ice. It was either sell the car or replace the tires. I decided to go with a set of snow tires....which turned that car into a really good winter car. Then, when spring arrived, I bought a better set of all season tires and performance on wet roads was very good.
