Every sane Internet provider blocks outgoing 25 because of people paid to find open Wi-Fi connections and spam out.
Instead, as Me Again stated, what one should do is configure their provider to use 465. Hopefully this isn't too much mumbo-jumbo, but 25 is the port servers communicate on, 465 is the port mail is sent to a server on (similar to the difference between putting a suitcase on a rail car versus sending a rail car and an engine down the tracks.)
To the OP: If using "Mail" or Outlook Express, I highly recommend switching to Thunderbird. It is licensed at no charge (I hate the word "free"), but offers a lot better utility. Another decent utility is MS Outlook.
