I've used three other options. With one, I can get my mail anywhere in the world, if I am willing to pay for the connection. Mail can be less accessible if you are trying to use "free" connections.
I've set up a service on my mobile phone to get into my email accounts. I'm not sure whether these are coming as texts or data services, but considering the character count limit on SMS, the mail app is probably data services. This is a "non-smart" phone.
How well this works probably depends on who is your phone company, what services they offer, and how well your email provider cooperates.
I also let the mail come to a mail app on my iOS devices, but for one of my accounts (free Yahoo) I need a dedicated app.
A wifi service blocking email coming through will usually block only traffic between mail servers and clients. They should not block email you reach on a web page, because they don't know what is mail, what is not, it is just a web page. I've not yet had web-based mail pages blocked, the mail does not even leave the web server.
