I don't know what Tincan Annie is doing, but I flush my black tank once or twice a year. It doesn't stink, no odors what so ever. Is Annie using any tank chemicals? It doesn't sound like it. The one poster who mentioned hooking up a hose to his clean out while dumping his grey probably has the best method of being considerate and getting things done quickly and respecting those in line. I am amazed at the number of threads on this forum and others covering the juicy topic of dumping waste tanks.
I do use tank chemicals. It doesn't usually stink. Just the one time I came home without rinsing it and it sat for quite awhile, weeks. But all of this is really moot. We don't camp places where people line up to use the dump station, and ours rinses so quickly that you probably wouldn't notice us doing it anyway even if you were behind us. 30 seconds is all it takes for the water running through the clear elbow to turn clean. Super fast. I believe our bw tank is 18 gallons. We have a small travel trailer. It is dawning on me that most of you folks have a much more sophisticated holding tank system than we have, which would explain why you don't feel a need to rinse like we do.
