I am not so sure...The way I read the coach net rules they are more restrictive than GSC.
In addition when I posed the same question to both about being on the Alaska Hiway with no telephone service to make the pre call for service and then still expecting reimbursement Coach net failed that test.
But what is true is that there are few tow companies/tire companies in any given area outside of major cities that do heavy vehicles and all the "Clubs" are pretty much stuck with the same ones (under different contracts for sure)
But one thing I am sure of is that the tow companies are going to service the "Full Price" customers first and leave the discount "Club" customers for later if they are busy. This is what I think the issue really is.
