I think the point that was being made is that the rules didn't change - the sign was still posted saying "NO MUSIC". The fact that the owners chose to ignore a violation of their posted rules is their choice. But when owners choose to ignore one violation of their rules, then they may find that others will ignore that rule because "so and so did it and didn't get in trouble". It may not be a big deal for one person to be given the exception, but it usually turns into a snowball of exceptions.
"There were no other campsites nearby and a field behind us" - it's OK.
"There were no other occupied campsites nearby" - is it OK?
"The nearby campsites were a good 20 yards away and our music was low" - is it OK?
"The nearby campsites were 17 yards away and our music was low" - is it OK?
That's why rules get made - to establish a standard that everyone follows. When people start allowing exceptions to the rules, then the rule needs to be re-thought OR the exceptions need to stop happening.
