Another classic case of rules apply to everyone but me.
I was thinking the same thing - but was going to say it nicer. :)
Unless the signs said "No Music! Unless you are in Site X", then the rules apply to everyone no matter how much space is between sites. Owners like this aggravate this "rules apply to everyone but me" when they completely ignore the violation by one person for personal reasons.
As to the speaker volume, the actual numbers mean nothing. One set of speakers will be inaudible until you get to 20, another will be too loud at 4 - judge your speaker volume by how far away you can hear them, not what number they are set at.

Meanwhile, the suspected complainer is the a$$. Unbelievable.
