While "just plain idiotic", it is legal to ride inside of travel trailers in Arizona, Hawaii, Iowa, Indiana, Kansas, Maryland, Michigan, Minnesota, Missouri, North Carolina, and Nebraska according to http://www.rvsafely.com/rvroadlaws.htm, but I suggest you check the actual state law first, and then I still do not recommend it. And there are many other states that allow one to ride in fifth wheels.

Only Florida and Oklahoma exempt RV from having seatbelts in the living area according to the following web page:
