Panic stops can do that.. Looks like too little tow vehicle for too much trailer to me. The car could not control the trailer.
In any case... I know a few folks who go to scenes like that and figure out what happened... And trust me when I tell you they are very good at their jobs.
I'm not one of them though... Oh, I've done the odd very simple fender bender. but never anything complex.
