Maybe it is the angle of the picture but your hitch ball does not appear to be set correctly. Absent that nothing else will be correct. The ball needs to be angled backwards slightly and then you can reset the weight distribution bars, links, tension, etc. As Barney said start over with the link and you will get it correct. If the ball is set correctly, the bars should be nearly parallel for that hitch as measured against the trailer's frame. You are way off.
