When in the OP's situation, I try and remind myself, they maybe, really great hard working folks, who are just letting their hair down a bit. As long as they are playing by the rules, they have as much right to be there as I do, so I have not much reason to complain. It is not their problem if I want to go to bed early, or have a kid we are trying to get to sleep. They have no obligation to accommodate me.
And a lot of the noise complaint, may well be driven not so much, as to them being really out of line, as it is, by the fact we are all jammed into spots like sardines. Where you are so close you can hear the neighbor burp.
Don't like loud neighbors either, but sometimes it is what it is. And is best just to roll with it, rather than going to war with them.
They have no obligation to you in particular, but the DO have an obligation to follow the rules for quiet hours.
