I drive with my lights on all the time because I feel it is safer. It is easier to see a vehicle from a further distance with lights on, day or night.
I'm not sure that a national law is the answer. A little more sense amongst drivers would make the roads infinitely safer. There are idiots that still drive without headlights on in the rain, even though that's a pretty universal law. There are plenty of idiots that drive around before dawn or after dusk without headlights on... they can see everyone else (who have their lights on), so why do those idiots need to turn on their lights?
You can't legislate stupidity, unfortunately. One more law that can't be fully enacted, or will have loopholes for one reason or another, or that get struck down for being excessively harsh to underprivileged drivers, etc...
