This stuff has been around for a while now and available with lots of different labels, Rustoleum is one of them. I've read several forums where it has been used from gardening to motorcycles to home improvement and the consensus seems to be that it works for a while but you will need to reapply it now and then. How often depends on usage, but it is not permanent.
You can't waterproof a basement wall, for instance, but if you spray the bottom of your Jeep before you go off-road, it will wash very easily. I think painting a sat dome is a great use if you count on doing it now and again.
