Having worked in EMS and been in a couple of ambulance crashes, I will relay some information that I believe will apply here.
1. While seatbelts are provided, most of the time they are not practical to use.(in the rear, NOT drivers area) In a perfect world yes, and by providing them helps provide some since of security.
2. Most injuries and deaths are the result of unsecured items flying about when a crash does happen. Even items that you think are secure, many times do disengage and become flying objects.
