I worked in this field for 8 years and set up the first training programs for state and local police, medical and EMS personnel, and fire and other people who were formally trained and certified in child (and adult ) passenger safety in all types of vehicles from cars through school buses, RV's and commercial vehicles. This was a train-the-trainer program that certified the technicians according to NHTSA standards. I don't know how else to say this but there are NO STANDARDS for passenger restraint aft of the front two seats. With no standards, there can be no laws that can apply because there's nothing that can be used to measure against. Nothing to tell where belts go, what they have to meet as far as testing, quality of installation, proper use, or anything else. No ticket that was challenged in court could ever be upheld.
I'd like to have someone show me a link to the a RIVA document implying/saying or otherwise talking about seat belts installed in Class C RV coach seating postions NOT HAVING TO MEET some kind of industry or government safety standards. (Of course probably not all RV manufacturers are a member of RIVA and/or follow RIVA construction standards.)
FWIW, I'll bet that some states (at least CA and NY) require RV seat belt anchoring in RVs that either, meets some State standard, or meets some Federal standard. I'd find it very hard to believe that it's "buyer beware" regarding coach area seat belts in RVs.
Believe what ever you like, but these are the facts of life.
