I was told by a fella at Costco that their price changes come out of California. 6 their time is 9 on the east coast. if prices are falling wait till after 6 am PT. if rising, fill up before then.

I was told by a Costco manager (when I complained that their price was high and it was lower at another Costco location) that they base their prices on gas stations in a 5 mile radius of the store.
I have little need for gas lately but do watch the prices. I can say I've never met a disgruntal employee at any of their stores.
