Salt water does not make a good electrical insulator of high volts/amps.
I am taken back at number of cars left in the predicted path of Sandy in low areas that I see in photos. Sailing the tall ship into the path of the hurricane confused me too.
One headline this AM was 100 cities had never taken flooding risks seriously enough to have put up protection over the years.
