What really seems stupid to me is to rebuild many of these houses and businesses. Living in hurricane country, I have seen whole areas wiped out and then over the years rebuilt. The government food insurance allows this. I was in High School in 1960 when Hurricane Dona wiped clean large areas of Estro Island. Those areas have been rebuilt with government money and will be wiped clean again when (not if)it happens again. Normally wealthy people live on the water and they should be buying private insurance.
